With the fact that this game is in a beta state, it's pretty much a given that there WILL be changes to AP values, balance, and so on.
Now, the problem with changing the AP value of pretty much anything is that you're going to affect the min/maxed composition that someone might have built, whether it be a specialized 200 AP force or a well-rounded 400 AP force. The thing is, if you increase the AP value of something in a 400 AP force, suddenly that whole force becomes useless, and the owner may end up having to rebuild it from the ground up.
Ideally, you would want to give a global skill wipe for characters of a faction when you rebalance units in that faction. If you change the cost of a given unit, it's possible that people would want to change the builds of other units in their company to compensate. I think that it would save everyone a lot of annoying and grindy trouble to simply let them re-customize their units when a balance patch that is out of their control comes and changes things.
Now, I do understand that the devs may not want to do this, but it would be a reasonable middle ground, I think, to at least wipe the directly affected units in this way.
Note: I'm talking about resetting the skill points of characters, not their EXP levels. Though maybe that might be a method of compromise.
