Company unit slots - Is there a bug?

I noticed my starting company (Lion) has 11 slots for units and the second company I created (Wolfen) has only 8 unit slots. Why not the same number of slots for all companies? Bug?

it depends on average faction unit cost propably
ign: Draconnor, Cynwall player, 23 years in computer games, 14 years in battle games, 8 years in Confrontation Universe, 4 years of making own battle games.
