I like this idea, alot. But I still think that running distance is the problem.

Just about anyone can refuse engagement and survive a turn or two, if the conditions are right. Wolfen have it easiest.

Scaling AP with HP remaining as a tiebreaker is not a perfect fix, but it's better than what we have. I remain a fan of secondary objectives, because these would also disincentivize the occasional entrenchment ("turtling") lists I see.

We are actively working on both ;)
It's a long road though. It could take a while before you really see the changes.
