Mana/ spell cost don't work correctly ?

I've just had a match where i was leading a 300 ap wolfen team vs a ram force.
My loner was able to use it's primary spell (wateer attack or something) several time in a row, even though he was only level 3 (so +2 mana per turn). Meanwhile, the necromancer of my opponent seemed to be able to summon 2 puppets and detonate them in the same turn.
AFAIK it seemed like my spell costed 2 insead of 3 unlike what was displayed
