Does this mean that some skills will cost more AP as a unit levels up, or is this simply referring to how an equivalent ability will cost more on a knight of the lion than it will on a swordsman?

The "scaling AP" based on unit rank means that the more powerfull the unit is, the more AP points it takes to get a skill
by example, for the skill "brutal", on a fang warrior cost 2 AP to learn but the same skill on a worg cost 7 AP.

If you are curious, you can display units by their ranks in the shop, with the dedicated filter.
