Valkyrie Level 3 'choices'

Quick question to see if I've missed a mechanic, the folks in general chat suggested posting it here:

Recap, Valkyrie has the following options at Lvl 3:

Fantacism (5AP): Reroll a failed fear test, keep 2nd; +1 damage vs Destiny/Darkness units

Exalted (2AP): Grants +4 Will when casting miracles

My issue/question is this, all Valkyrie miracles are difficulty 5 and she has a will of 12.

This means that by default, she has 80% + 35% (12-5=7x5%) = 115% chance to cast miracles,

Valkyries are warrior-monks, meaning they take no penalty for casting in melee base contact/being engaged;

My conclusion, there is NO mechanical reason to select Exalted unless you cannot make the unit fit in your army with the meager gap of 3 AP between choices. Seems like a flaw if a level 3 unit has only 1 viable choice, that or the Valkyrie spell costs should be adjusted to make them have a chance of failure without Exalted.

it may be option for further game versions - original Confrontation had global and faction spellbooks with option to choose additional spells/miracles for a price.

In 200 AP Match, you don't need, and don't have to lvl up your valkyrie rank 3, it cost so much AP for nothing ( lvl 3 you have +5 AP bonus automaticaly, for a minimum of +7 if you choose Exalted ).

It's better to lvl up valkyrie lvl 4 in 400 AP match, but not before, lvl 3 is kinda useless.
