Unit levels. Read my idea! :P

We all know that once we pick a skill for a unit, it levels up and forever has it's AP cost increased. Considering we have to adjust our army for specific AP brackets, that means many/most units are better left below their max level. In many situations we are punished for having levelled our units.
I think we should always want to increase our units level, it should always be an advantage. So how do we do that?
My idea is that we should be able to decide at which level we want our unit to fight, from level 1 up to the current level it has reached (without changing our choice of skills for each level of course). This way we can control it's total AP and never be punished by levelling it to max level.
