the abyssal difference between lvl 2 mage and 3

There is an abyssal difference between a mage who is level 3 and a mage who is level 2 (or 1). This is not reflected at all in terms of AP. Let's take for example the Lion mage: a level 2 or 1 can cast his base attack ONCE per turn as he caps at 5 mana....additionally he can not cast it next turn if his mana reaches zero. A mage level three can cast his base spell easily THREE TIMES, and at least once every turn. THe possibility of hitting 3 times more and always be ready to attack in 1 turn...is it worth ONLY 3 AP? The same is applied to the necromancer, being able to summon 2 puppets on 1 turn is much better than 1 per turn.
I feel the base mage cost should be reduced and/or the AP cost of amplify increased (i mean accuracy increase by 3 the damage for 9 AP and a 3 AP one can potentially increase my damage output 3 times more - i miss the logic here)
