technically, i just discovered that you can. You first need to move to use them. I suppose it is a bug though

Hi guys. Do you still have this bug since Friday patch ?
Now Orders are immediately resolved, and the selected unit will be activated if it's not already the case. Only conditions should be having an activated unit, or no active unit and 1 selected and ready to go.
