While you have the latter part correct there, the Dogs of War rules did allow you to hire named characters and Incarnates to fight your battles - just not on a permanent basis. It cost Resource Points and they only stuck around for a single game, like all other mercenaries.
Because named characters tended to be expensive and companies had to be within 50 AP of one another, this was very rarely done.
Valdy was well-equipped for taking on super-big monsters like the Tarrascus - his armor reduced the strength of hits to his RES, if higher, and gave him another wound level. And he was Hard-boiled ... plus his weapon gave him another damage die. Either he or Shurat were probably the best single model fighters in the game.
Named heroes with custom models would be more appropriate for a single-player campaign, or perhaps as reskins of normal units available for RMT.
