Forum registration fail

My friend Roompa can't register on forum.
We wish you could help us. Here is an error message he gets:

Can you provide us with an e-mail adress (that he tried to use) and IP by PM ? We will see what we can do.

EDIT : Couldn't figure out a solution from the administrator panel, can he try with a different email adress ?
